Licensing - A Way to Punish Good Landlords or Drive Out the Bad?

A really interesting piece of news came out recently, which I believe is great news for landlords across the country. Sandwell Council decided after carrying out a 6 week consultation period, to say no to opting into having selective licensing across their region. They stated that there are lots of great landlords in the region that do not need this burden and that they are going to focus on catching the bad ones with the powers that they already have.

The government a few years ago granted local councils the power to bring in selective licensing in their regions or part of their regions to deal with specific regional issues.

The reason for this was the impact in certain areas of high student populations and areas becoming 'difficult' due to high percentages of rental properties/tenants.

This meant that if a council felt there was either issues that needed to be dealt with in certain areas, or a lack of supply of privately rented property, the councils could choose to insist that certain types of property or properties in certain areas would have to be licensed.
