Q. My tenant has arranged for a water meter to be installed without my knowledge or consent and contrary to the terms of our tenancy agreement. I have asked her to remove it and she has said that as her tenancy agreement is for a year I cant stop her. Is this right?

A. I am afraid so. Section 11 of the Water Industry Act 1999 says that no tenancy agreement term can exclude or restrict the right of a tenant to arrange for their property to be metered.
